Display default placeholder image

For some reason store owners don't have image ready yet to upload in their specific item.
I noticed that, in settings, store, sort items... the default placeholder image was already on it.
Is there a way like if store owner forget to upload his item image... the default place holder image should be display instead. This will save time and resources to your server too.

Please advice.

@JianPing In that case even if the Store Owner does not upload an image for an item the placeholder area gets removed automatically unless Store owner puts that item in Recommended category. If he/she selects Recommended than publishing an image is mandatory since there is a block of placeholder on app front
