Fix "Online" and "Offline" mode for delivery guys

Currently when you are a delivery guy and you need to be "offline" you still receive Text Messages via Twilio and/or MSG91 and this makes you lose money on both Twilio platforms as it is very expensive

I wish there was a way that if you are "Online" you will receive text messages via Twilio or MSG91, but if you are "Offline" you will not receive these messages as the twilio bill is very expensive.

The only thing that does not reach them are push notifications via firebase
