Cancel by whom message section

Hi, can I know how can we put cancel by whon message like if from admin side when to cancel we can put remark/message of the reason of cancellation?

Then sir @Saurabh is that in 2.9.1 users cannot cancel their order? I couldn't find that or I'm wrong?
