For your query: "Can zone owner can approve particular restaurant which is newly created", I will have to check and confirm.
I checked the platform, NO staff cannot approve a restaurant as when a new restaurant is registered by a user, it is not assigned to a Zone.
And since the staff is assigned to a Zone, and the new pending restaurant is not, they cannot view the pending request.
But admin could just assign the pending restaurant to the zone and the Staff will be able to see that.
(The solution for this could be that on the store registration page, we will need to show a dropdown of all the zones, and the user when registering the store will select a zone - then the staff can view it under Pending Approval)
