I set a commission of 15% above the cost of the goods. And I also have to take 7% commission from the store owner on the prime price of his items. The commission I want to take from the main price is to give a discount to the customer (7% commission).

Is not correct.
15% of 100 is not the same as 15% of 115.
15% of 100= 15
15% of 115= 17.25

As far as I can understand:
If your commission is 15%
the price is 15% above menu price
Use coupon 15% OFF where the store bear 100% of the discount.
