If I am not wrong, here is the Scenario.
City 1 having 10 Stores. Store 1 to Store 10
Create a Store user and Assign those 10 stores from city 1.
Example. city1@storemanager
Manage Stores
Store 1 - 10
City 2 having 10 stores with 2 store manager
Example. city2@storemanager1
Manage Stores
Store 3, 7, 5, 6, 8
Example. city2@storemanager2
Manage Stores
Store 1, 2, 3, 4, 9
