These are the correct steps.
And if you have played with the permissions too, then create a file name "update" on your /storage folder.
Then goto your domain.com/public and you will be shown an update screen.
(The update process will regenerate the permissions and assign them to the admin, user with ID: 1)
If you are not able to do this, kindly make a fresh installation.
Support ticket will tell you the same thing, as officially we cannot provide any help when you touch your DB without a backup.
