After I update the v3.0 some of my stores doesn't push through on COD just keep loading. But are working. Please help

JohnPaulMayuga Disable SMS notification for store owner, push notification for orders and email notification and check again.
If it starts to work, that means some of the configs mentioned above have issues.

It seems you have a delivery guy without Delivery Guy Description. Go to Admin Dashboard > Users > Delivery Guys > Click View in all Delivery Guys account and make sure at least the Name field of the Delivery Guy Details are filled. Then Click the Update User Button.
