You mean: restaurant will deliver by his team, not by admin team?

Admin can set one delivery boy for one restaurant, when owner press Accept order, it will be assigned to that delivery boy.

But it's a bit messing in the report for you to collect commission from restaurant, as the owner can ignore pressing Accept, he just deliver to customer (he just don't need to assign any delivery boy), after finishing delivering, he will press Cancel, and you - admin will earn nothing from them.
