Do customers need to install whatsapp or have a whatsapp account? Because in my country, they use another platform, I can only tell store owner using Whatsapp but can't do that with customers.

yes, ALL the users and restaurant phone number required to install/register with whatsapp application.
I tried instagram, but their bots have very limited and restricted access for me to implement it in the notification module.
I open ALL users and restaurant to be able to receive notification, including customers (I don't see a good argument why this should be included, but I include it anyway)
the settings are REALLY SIMPLE:

for each user or restaurant there are 2 textboxes, phone and apikey.
phone AND apikey MUST BE correct in order to enable whatsapp notification for that user/restaurant.
IF one of them wrong or empty, that means it is disabled for that user/restaurant. EASY right? no separate enable/disable switch.
the main ON/OFF switch will be when you enable or disable the module. SIMPLE, no need to go to settings to find the ON/OFF switch.
By default, ONLY ADMIN have the right to change this settings.

Sorry for re-quote...
I forgot to mention that I also have the wassanger api version of the same module.
Only requires 1 Admin Aplikey/Token.
Everybody else don't need to register with callmebot to get apikey.
But still using whatsapp application.

desktop web browser can not open whatsapp application. must using mobile phone to can open whatsapp app automatically.

yes, if you decide you want it to.
EVERY users means EVERY users, whether it is Super Admin, store owners, restaurants, delivery guys, and including customers have capability to get whatsapp notification.
You can Enable or Disable EACH user, again EACH user and/or EACH role (Admin role, restaurant owner role, restaurant, delivery guy role, customer role).
If you see my tutorial page here visimisi.net/tutorial you can see the ordercontroller.php mod it has it's own role to send, you can delete 1 line to disable that role.
